March Ottawa The Special Joint Committee on Immigration Policy was appointed by the Trudeau government one month after the introduction of the Green Paper on Immigration and Population, which had been prepared by the Department of Manpower and Immigration as a guide to the revision of the Immigration Act. Various community and political groups had denounced the document as racist, anti-immigrant, and reactionary. Gay groups were angered that the document did not propose removing anti- homosexual references from the Act. (see also November 6,1975.)
