February 3 Ottawa A Green Paper on Immigration and Population was tabled in the House of Commons by Manpower and Immigration Minister Robert Andras. It was ambiguous with respect to gay people and did not eliminate homosexuals from a list of prohibited classes of persons (including also alcoholics, drug addicts, and pimps) automatically denied entry to Canada.
