September Toronto The Ontario Human Rights Commission (OHRC) refused to investigate John Damien's complaint against the Ontario Racing Commission on the grounds that it did not deal with cases related to sexual orientation. The OHRC maintained that the word "sex" in the Code referred to gender only. This was in contradiction to the OHRC'S agreement in March 1974 that it would investigate and mediate individual, well-documented complaints of discrimination based on sexual orientation. The Commission, however, was willing to hear a submission from Harry Kopyto, Damien's lawyer. (see also October 24 and December 5,1975.)
