Biography
Keith Norton was the Social Service Minister of Ontario. In November 1978 he warned the Children’s Aid Society of Metropolitan Toronto that the public would likely react negatively to the inclusion of protection from discrimination based on sexual orientation in its union contract. His ministry also denied the registration for Tri-Aid Charitable Foundation, a group home for gay youth, under the Children’s Boarding Home Act citing anxiety over “the potential impact on a child’s sexuality”.
