Spring Québec, Qué. The Liberal government of Robert Bourassa announced that a Quebec Charter of Human Rights would be introduced. Lesbians and gays in the province began to lobby for the inclusion of a clause guaranteeing protection from discrimination based on sexual orientation. An informal coalition of members of AHM/GMA, CHAL, CHUM, and individuals was established to lobby the government. Known as the Civil Liberties Committee, the group was led by Roger Bellemare, a law student at Laval University. Working hard as behind-the-scenes lobbyists during the next several months, the Committee wrote briefs and collected letters of support. AHM/GMA, CHAL, and CHUM also prepared briefs concentrating on the legal arguments for gay civil rights protection. (see also January 23,1975.)
