Biography
Harold Graham was the commissioner of the Ontario Provincial Police. He signed a notice of suspension served to Paul Head immediately after Head’s reinstatement by the Supreme Court of Ontario in March 1980. The notice claimed that Head’s “conduct [was] likely to bring discredit to the reputation of the Ontario Provincial Police force,” based on the conduct already addressed in court after Head assaulted a man. Head and his lawyer challenged the charge.
