Biography
Gerald Emmett Carter (Cardinal Carter) was a Roman Catholic Archbishop of Toronto. In 1979 he was appointed an informal police-minority mediator. Carter released a report in October 1979 that implored Toronto police forces to improve its relations with minority groups, and also stated that consensual sexual acts performed in private were not criminal and of no concern to police. In May 1979 he banned Dignity, a centre that offered retreats and counselling to gays, from using St. Paul's Catholic Church.
