Biography

Clive Boutilier was a Nova Scotian who became a permanent resident of the USA at the age of 21 but was deported in 1967. He was a "model U.S. immigrant" except for a sexual offense with a 17-year-old, but those charges were dismissed due to the complainant's refusal to cooperate. Boutilier was deported due to the psychopathic personality provisions of the 1952 Immigration and Nationality Act, which was intended to exclude homosexuals from entering the country. This case was one of the first major Supreme Court gay rights rulings, and it was a significant immigration rights ruling as well. Boutilier attempted suicide before he left the USA, leaving him in a month-long coma and with permanent brain damage and disabilities.
