March 5 Montréal A coalition of gay and progressive groups met with Québec Justice Minister Marc-André Bédard to demand the repeal of section 97 of the Québec Charter of Rights and Freedoms. Section 97 allowed for discrimination on the basis of gender, sexual orientation, and handicap in the administration of pension plans, insurance policies, and other social insurance plans. Bédard opposed change at that time, and suggested waiting until the Québec Human Rights Commission presented its "affirmative action" programmes to a parliamentary commission.
