May 31 Toronto The Metropolitan Board of Commissioners of Police responded to demands for the disciplining of racist and homophobic officers by issuing a seventy-page "Declaration of Concern and Intent (Standing Order 25)," which dealt with bigotry and discrimination only in a general way. There was no specific reference made to sexual orientation. Minority groups denounced the declaration as insulting and demanded further action from the police.
