July 12 Winnipeg Manitoba Public Works minister Harry Enns confirmed that barriers had been installed on the grounds of the Manitoba Legislature to stop traffic between midnight and 7 a.m. The gates were actually erected to interfere with car cruising in the popular area known as "the Hill." Traffic counts had shown that more than double the number of cars used the roads in the middle of the night as compared to daytime usage. (See also September 13, 1978.)
