Summer Toronto The Progressive Conservative Party of Ontario received confidential research information indicating it would experience a net loss of voter support if it amended the Ontario Human Rights Code to include sexual orientation. As a result, the governing party decided not to introduce such an amendment even though the OHRC recommended it. At the time, Ontario was still in the grip of an anti-gay backlash stemming from the Jaques murder case.
