January 6 Ottawa Member of Parliament Lloyd Francis (Lib.-Ottawa West) claimed that an "irresponsible act" by an office assistant had left the erroneous impression that he considered the Immigration Act discriminatory because it barred gay people. This controversy erupted after a questionnaire sent by the NGEC during the 1974 federal election campaign was returned from Francis's office with a written response supporting several NGEC demands, including one relating to changes to the Immigration Act. GO followed up on this response and received a letter reiterating Francis's support for changes to the Act, which GO then quoted in a press release. When the Ottawa Citizen quoted the press release, Francis denied personal knowledge of the letter to GO.
