May Vancouver Secretary of State Hugh Faulkner personally rejected an application for an Opportunities for Youth grant to fund a gay service centre in Vancouver after it had already been approved at several government levels. The plan for the Service and Information Centre project had been developed by Ian Mackenzie of GATE (Vancouver).
