October 10 Toronto By a vote of 15—1, the Toronto City Council passed a resolution banning discrimination on the basis of sexual orientation in city employment. The vote came after a six-month lobbying effort by GATE (Toronto). This was the first time in Canada that any legislative body had recognized gay people as a legitimate minority, with a right to equal opportunity in employment. The event was called "our first win" by The Body Politic.
