June Toronto Members of UTHA attempted to find out to what extent the recommendations in Paragraph 100 of the Report of the Royal Commission on Security (The MacKenzie Commission) had been applied. The Report had recommended in June 1969 that homosexuals be allowed to work for the Public Service Commission, but not at higher levels. Canada's Solicitor-General Jean-Pierre Goyer did not reply to letters sent to him by UTHA. Replies from the Ontario and Federal Public Service Commissions stated that there were no set policies, and each case would be judged on its own merits.
