August Calgary At a Western Canada Policy Conference of Progressive Conservative Youth, delegate Wayne Madden introduced a resolution calling for an end to the exclusion of gay people from Canada under the Immigration Act. The resolution was passed at the committee stage but met with a tie vote in the full conference, and was thus defeated.
